Image-only pages are detected automatically and get an invisible OCR text layer before tagging — paper scans, old archives and faxed forms remediate like any born-digital file. Works in both remediation runs and Tag Editor applies; no separate OCR tool, no extra charge. The editor also handles Acrobat-style searchable scans: their hidden OCR text is voiced correctly after Apply, and drawing/diagram pages are drafted as a single described Figure instead of hundreds of noise tags.
